what is this pipe-like structure?
i live in the suburbs of sw florida and i have noticed two new structures in my town. one is near a carpet shop and the other is on the campus of a high school. both are within a mile of each other.
it is a tall steel pipe thing out of the ground, very high. it looks like a narrow smoke stack. it is silver and the top half is painted white and
Could be a relief device [relief valve or rupture disc] vent stack. THe electric would be to signal to somewhere if it relieved.

Electrical fire at Davis-Besse nuclear power plant temporarily disabled ...
PORT CLINTON, Ohio -- A small fire early today in an auxiliary storage building at the Davis-Besse nuclear power plant knocked out an emergency ventilation system in the reactor's control room. There were no injuries.
Although Davis-Besse is shut down for major maintenance, including the replacement of the reactor's lid, reactor operators declared an emergency alert at 2:20 a.m., notifying both local and federal authorities.
Crews investigating the blaze discovered a valve in a pipe carrying purified water to the reactor had failed, allowing water to leak onto a 480-volt circuit box, which caused an arc in a circuit breaker. Plant crews put the fire out.
In a 5 a.m. follow-up report to the Nuclear Regulatory Commission, plant owner FirstEnergy declared the emergency alert over.
